Grounded practice, designed for complexity

Inspired by the Semurgh, a mythical bird known across ancient Eurasian cultures as a symbol of collective wisdom, our work is grounded in the belief that complex social challenges are best understood and addressed collectively, by working with everyone involved.

We focus not only on evidence and institutional practice, but on the relationships, trust, and everyday interactions that determine how policy is created, perceived, and ultimately put into practice. This informs how we work: with transparency, in collaboration and with others, and with care and consideration of what is feasible today to build for tomorrow.

Our work begins with a close understanding of people and their context. We consider this alongside available evidence, cross-country experience, and real-world conditions to help partners identify what is relevant, feasible, and likely to work.
