Who we are

Semurgh Consulting is led by Dr Sahil Khan Warsi, an applied anthropologist with over two decades of experience working across complex policy environments in public health, governance, and migration.

His work sits at the intersection of evidence, policy, and implementation, and has supported multilateral organisations, governments, and other partners to make informed decisions in complex, uncertain, or rapidly changing contexts.

He is frequently engaged in situations where clarity, judgement, and credibility are critical, and supports partners to translate evidence into practical, workable approaches. Whether building credible evidence or advising on policy, his work is grounded in the understanding that real and sustainable change depends on building trusting relationships and shared understanding, even when these might seem out of reach.

With experience across Europe, the United States, and Central, South, and Western Asia, he has led and contributed to multi-country programmes, national strategies, and applied research.

Through engagement across levels, from senior leadership to frontline actors and communities, his work has informed high-level policy decisions, shaped implementation approaches, and strengthened organisations’ ability to navigate complexity.

All work is delivered directly, ensuring consistent senior-level engagement, continuity, and accountability.
